In accordance with the requirements of the "Opinions of the General Office of the State Council on Deepening the Reform of the Management System of the Electronic and Electrical Industry" (Guo Ban Fa [2022] No. 31), the State Administration for Market Regulation has decided to implement mandatory product certification (CCC certification) management for lithium-ion batteries and battery packs used in electronic and electrical products, mobile power supplies, and power adapters/chargers used in telecommunications terminal products (hereinafter collectively referred to as newly included products), The relevant requirements are hereby announced as follows:
1、 Starting from August 1, 2023, the designated certification agency will begin accepting CCC certification commissions for newly included products, and carry out certification work in accordance with the applicable standards listed in the "Implementation Rules for Compulsory Product Certification - Information Technology Equipment" and attachments;
Starting from August 1, 2024, those who have not obtained CCC certification and marked with certification marks shall not be allowed to leave the factory, sell, import, or use in other business activities. The newly included product designated certification institutions and laboratory directory will be announced separately.
2、 The scope of CCC certification for newly included products is defined in the attachment. Among them, for lithium-ion batteries and battery packs used in electronic and electrical products, CCC certification is currently being carried out for lithium-ion batteries and battery packs used in portable electronic products; For lithium-ion batteries and battery packs used in other electronic and electrical products, CCC certification should be carried out in a timely manner when conditions are ripe.
3、 Considering GB31241-2022 "Safety Technical Specification for Lithium Ion Batteries and Battery Packs for Portable Electronic Products"It will be enforced on January 1, 2024. In order to reduce the cost of obtaining certification for enterprises, a designated certification agency will carry out certification in accordance with this standardRelated product CCC certification work.
4、 The designated certification agency and laboratory should actively adopt the principle of controllable certification risks and ensuring certification quality. Having qualified assessment results reduces the burden on enterprises and facilitates their certification.
